Objectives of Federal Decree Law No. 11 of 2024 (Article 2)
The key objectives of the legislation are:
- Reduce carbon emissions to align with international climate goals.
- Strengthening capacity of ecosystems, economic sectors and society to adapt to impact of climate change.
- Promote sustainable development through innovation along with clean technologies by enhancing private sector contributions and leveraging international cooperation mechanisms.
- Enhance transparency by reporting emissions data and climate impacts at a national and international level.
- Align national climate strategies with global sustainability goals.
Climate Change Mitigation Strategies (Article 4)
To support the country’s commitment to net-zero emissions by 2050 and completing the key objectives set, the law promotes multiple strategies:

Data Collection, Reporting and Verification (Article 6)
Under the Federal Decree Law No. 11 of 2024, businesses and organizations identified by the Ministry and relevant authorities must now take concrete steps to monitor and reduce their greenhouse gas emissions, through measurement, reporting and verification:
- Measure & Report Regularly: Companies must regularly measure their emissions, maintain an updated emissionsinventory, and submit reports that meet government-approved standards.
- Share Climate Action Plans: Entities are required to provide details on their current and future emission reduction strategies, along with expected outcomes.
- Keep Accurate Records: All emissions data must be stored for at least five years and be made available for review by authorized environmental officers.
- Digital Integration: A new national electronic system will streamline how businesses submit emissions data and ensure it’s synced with federal and local systems.
- Verification & Oversight: Authorities will verify the accuracy of submitted data and monitor whether businesses are complying with the law.
Climate Change Adaptation Plans (Article 7)
To help the UAE prepare for the real-world impacts of climate change, Federal Decree Law No. 11 of 2024 requires entities to develop sector-specific adaptation plans through:
- Risk Assessment First: Each sector must identify its climate-related risks—from extreme heat to flooding—and evaluate its vulnerability.
- Action Plans & Early Warnings: Once risks are mapped, tailored response measures and early warning systems must be put in place to protect communities and assets.
- Data Reporting: Authorities must share data with the Ministry on climate-related losses, both economic and non-economic, and regularly update the government on progress.

Carbon Offsetting and further initiatives (Article 10)
While the Federal Decree Law No. 11 of 2024 has a set of guidelines for entities to follow, it also sets out incentives and policies that encourage that transition to sustainable practices:

- Carbon offsetting programs

A centralized registry will track every carbon credit generated or retired in the UAE, giving companies a transparent marketplace to buy, sell, or bank credits as part of their decarbonization strategy.
